The safety car pitted at the end of the third lap, Sergio Perez fell back to Norris after an ambitious move.
The Mexican accused Norris of knocking him off the road at turn four as he ran through the gravel and fell from third to tenth, and the McLaren driver was given a five-second penalty.
Hamilton overtook Norris on lap 20 of 71 and praised his compatriot’s performance on the radio. “Such a great driver, Lando,” said Hamilton.
Norris’ race engineer Will Joseph informed the young Briton of his sentence. The 21-year-old replied, “What for? What was the guy expecting when he tried walking around outside?”
Norris served his sentence on his stop so that Bottas could overtake him. Norris dropped to fourth place but passed a wounded Hamilton and took his third podium in an impressive campaign.
Norris said: “It was a lot of fun, a good race, but I’m disappointed because we should have finished second.
“I thought the first lap was just a race. He tried to overtake the outside, which was stupid. He ran off the track himself and I didn’t push him. I’m frustrated but happy with third place. “
“It is the first race in which I was allowed to drive a Mercedes and hopefully we can keep it up.”
Perez was fifth ahead of Ferrari driver Carlos Sainz and McLaren driver Daniel Ricciardo. But Perez, who also suffered two five-second penalties for knocking Charles Leclerc off the track twice, was downgraded to sixth place, lifting Sainz one place.
