While Perez was leading the race at Portimao, he wanted to lap Mazepin at Turn 3.
Mazepin left the door open for Perez but then closed it, which resulted in the Red Bull driver stepping back and losing more than two seconds in lap time.
Perez branded the Haas driver as “idiots” on team radio.
Mazepin was also given a five-second time penalty for the incident, although it did not affect his final race result after finishing 19th.
The stewards found that Haas Mazepin did not warn about Perez.
The stewards’ statement read: “Car nine [Mazepin] had just left the pits with Auto 11 [Perez] Approaching the main straight. Car nine turned into the apex of turn three while car 11 tried to overtake inside at the entrance to the corner. Car 11 had to exit and lock the pass to avoid a collision.
“Although the rule violation has not been mitigated, the stewards find that car nine did not have a radio alert in time to respond.”
Perez’s result was unaffected by the Mazepin incident when, after stopping for fresh rubber, he returned in fourth place, where he had run before the leading trio stopped.
Lewis Hamilton took his 97th career win and extended his lead over Max Verstappen.
