At the end of Q1, Vettel met Mazepin and Schumacher, who were fighting for position on the last two corners.
Due to the traffic, Vettel could not improve his lap time and retired in Q1.
The incident was referred to the stewards who decided not to take any further action.
The Commissioners’ report states: “There is no doubt that the lap from car 5 [Vettel] has been compromised, but we pay particular attention to the comment made by the Car 5 driver [Vettel] that “there were too many cars in one place”.
“There were at least six cars in line preparing for a fast lap, and all of them were driving at slow speeds (some under 50 km / h) while Car 5 approached at up to 150 km / h

“Although Auto 5 was disabled, under the circumstances this was not an“ unnecessary obstruction ”(see Article 31.5). The drivers and team representatives present agreed. “
Judging by the stewards’ judgment, Vettel himself does not seem to have pushed for any of the Haas drivers to be punished.
