Vettel was the only driver who defied the switch to dry tires in a wet race in Istanbul Park.
The four-time champion was in 10th place ahead of Esteban Ocon when he decided to pit for the middle class with just over 20 laps left.
Vettel spun out of the pit lane almost instantly before tiptoeing backwards for a new set of Inters.
The Aston Martin driver finished in a low 18th place in the end, beating only the two Haas drivers.
