The 2021 season marks the first year that F1 drives under a new budget cap and new financial regulations. Each team can only spend $ 145 million per season.
Under the financial rules, F1 lawmakers are allowed to sanction teams for violations through financial sanctions, minor sports fines, material sports fines, or improved surveillance.
Last week, however, it emerged that three teams – AlphaTauri, Red Bull and Ferrari – had not shown their support in discussions about introducing sports penalties for procedural violations.
Ferrari team principal Mattia Binotto later stated that the team wanted more clarity before they could support the change, but that he wasn’t against sporting penalties.
AlphaTauri team principal Tost reiterated Binotto’s comments on Friday, saying the responsibility now rests with the FIA to clarify the proposed changes.

“It’s pretty clear that this is a change during the season and we have just asked for clarification and we are now waiting for the FIA to come up with that,” Tost said when Autosport called him in after AlphaTauri’s position this matter asked.

“Then we will decide how we want to go on.
“I don’t want to go into details here because, as you know, this is confidential content.
“As you know, AlphaTauri is absolutely not against a cost cap or changes in the cost cap.
“But it has to be done right and we just have to define in detail what the FIA wants with it.
“That’s why we asked for this clarification.”
Talks between the teams and the FIA on the proposed changes to the financial regulations are set to continue in the coming weeks.
Another area currently under discussion by the teams is a proposed driver salary cap, which will reintroduce spending that is currently outside of the financial rules.
Tost was one of the main voices calling for the change, saying on Friday that a sum of “30 million for both drivers” is a good landing point.
“This is discussed and, as always, depends on how much financial resources the different teams have and what direction we are going to go,” said Tost.
His suggestion was supported by Aston Martin team boss Otmar Szafnauer, who said it should be “in this region” but Haas boss Gunther Steiner felt “a lot more work” was needed before a number could be proposed.
