A lack of clarification by the FIA caused Kimi Raikkonen to be punished
Raikkonen’s penalty did not please the Alfa Romeo Racing team. At the restart on lap 34, Kimi Raikkonen spun during the warm-up lap trying to get out of the way and catch up with the rest of the grid. He then fell behind Lewis Hamilton and Yuki Tsunoda.

In contrast to Sergio Perez, who was penalized for overtaking during the safety car phase, Raikkonen was bound by the regulations to overtake the positions lost in the formation lap. He didn’t succeed in doing so, however, until the race began on a rolling restart.
Unaware of whether Kimi could recapture the positions, the team contacted FIA Race Director Michael Masi. However, his response came too late to follow correct protocol.

“It was a little question mark whether it was a warm-up lap or whether we were behind the safety car, and then we got a little confused,” said Xevi Pujolar, Head of Track Development at Alfa Romeo.

“We asked the FIA for clarification. While we waited for clarification and readiness, we got our response too late and stayed in the position we were in. After that, the result was that we had the penalty. “
